Terms of Service

CivilTrail is a community issue tracking tool, not an official HOA or government service. We are not affiliated with any homeowners association, municipal government, county agency, or law enforcement agency. Users are responsible for submitting accurate information. Personal information about private individuals should not be posted unless directly necessary to document a neighborhood issue.

1. Who We Are

CivilTrail is operated by Stable Geeks Staffing LLC (Stable Geeks Staffing LLC d/b/a CivilTrail). CivilTrail is an independent platform that helps residents in the 288 South corridor of Brazoria County, Texas document neighborhood issues, identify the correct responsible authority, and build a timestamped public record of complaints and responses. CivilTrail is not affiliated with any HOA, government body, law enforcement agency, or official entity.

2. Your Account

To use CivilTrail, you must create an account using a valid email address. You are responsible for all activity under your account. You may not create accounts for other people without their permission. You may not create multiple accounts to artificially inflate vote counts or complaint numbers.

We reserve the right to suspend or terminate accounts that violate these terms.

3. Content You Submit

When you submit a complaint, photo, description, or any other content to CivilTrail, you confirm that:

  • The information is accurate to the best of your knowledge
  • You observed or directly experienced the issue you are reporting
  • You are not submitting the report to harass a specific individual
  • Photos you submit were taken in public spaces or areas where you had permission to photograph
  • You are not posting private personal information about individuals (home addresses, phone numbers, personal email addresses)

What You Grant Us

By submitting content, you grant CivilTrail a non-exclusive license to store, display, and share that content with other users of the platform for the purpose of community accountability. We do not sell your content to advertisers or third parties.

4. What CivilTrail Is Not

  • Not an emergency service. Never use CivilTrail to report emergencies. Call 911.
  • Not an official complaint channel. Filing a report on CivilTrail does not constitute an official complaint to any government body, HOA, or law enforcement agency. You must contact those entities directly.
  • Not a legal service. Nothing on CivilTrail constitutes legal advice. If you need legal guidance on HOA disputes, consult a licensed Texas attorney.
  • Not a government channel. CivilTrail is a private platform. Information submitted here is not automatically forwarded to any government agency unless you use the escalation tools to do so yourself.

5. Prohibited Uses

You may not use CivilTrail to:

  • Submit false information or fabricate incidents
  • Target or harass specific individuals
  • Post private personal information (doxxing)
  • Impersonate HOA board members, government officials, or other residents
  • Submit reports you know to be inaccurate
  • Use the platform to settle personal disputes unrelated to neighborhood issues
  • Create fake accounts or artificially inflate community support numbers
  • Collect or scrape other users’ data

6. Defamation and Accuracy

CivilTrail reports are observations and allegations — not verified facts. Reports should describe what you observed, not make legal conclusions. Do not accuse specific named individuals of crimes. Do not post information you know to be false.

Texas law protects statements made on matters of public concern, but false statements of fact about identifiable people can give rise to defamation claims regardless of platform. You are responsible for the accuracy of what you submit.

CivilTrail displays user-submitted content and is not responsible for the accuracy of individual reports under Section 230 of the Communications Decency Act. However, we will remove content that is clearly defamatory, harassing, or false when brought to our attention.

7. Photography and Recording

Photos of public streets, public roads, common areas, parked vehicles, and visible property conditions are generally lawful in Texas. You should not submit photos taken inside private residences or in situations where individuals had a reasonable expectation of privacy.

Texas is a one-party consent state for audio recording, but CivilTrail is an image and text-based platform. Do not submit secretly recorded private conversations.

9. Reports Are Allegations

All reports submitted to CivilTrail are allegations or observations made by community members. CivilTrail does not investigate, verify, or adjudicate complaints. We display reports as submitted. The public nature of reports is a feature — it creates accountability — but it also means accuracy is your responsibility as the submitter.

10. Changes to These Terms

We may update these terms as CivilTrail grows. We will notify users by email and update the effective date above. Continued use after changes constitutes acceptance.

11. Governing Law

These terms are governed by the laws of the State of Texas. Any disputes arising from use of CivilTrail shall be resolved in the courts of Brazoria County, Texas.
